Right-Click on the Net Nanny icon and select "Net Nanny Settings". After you enter your password and enter the configuration page, click on "User Settings" (bottom left corner). Select the user you want. Make sure the blocking level is set to 2 NOT 3. Then, go to the next tab (Blocking Options). Make sure the "Net Nanny list" and "my list" are both checked off. This will only block inappropriate sites that are listed on the "NN Restricted" list and the "My List Restricted". You can view these lists by clicking on the "Go to Websites" button.

Next, click on the Activity Consequences icon (on the left). Click on "content filtering" at the top. You can choose to uncheck the box next to "Halt the download of a page after 3 occurrences of a word or phrase". You can also change the number to a higher number of occurrences if you wish.
