Why are some files not cleaned with ContentCleanup?

ContentCleanup cannot delete files that: 1) May be in use. 2) Have 'read-only' permission. 3) Have become corrupted. (Must be manually removed) 4) No longer exist
Note - A limited windows user cannot delete other user's files.
