You will need to remove the "Anybody" user account from Net Nanny. You can do this from Net Nanny Settings => User Settings => Manage Users => Remove User tab. Make sure to create individual accounts with passwords for your users from the Add User tab.

This will force each user to log on to Net Nanny before they can access the Internet.
